What is NOBID?

NOBID is a collaborative programme that is funded by the Nordic Council of Ministers for Digitalisation (MR-DIGITAL). NOBID is managed by the Norwegian Digitalisation Agency and consist of eID experts from the appointed member organisations across the Nordic-Baltic region.

While NOBID is an acronym for the Nordic-Baltic eID project, the initative has over the years evolved in the direction of a programme. Today, NOBID oversees several projects and underlying activitites that involves actors beyond national digitalisation authorities.

Background

NOBID was established as part of the 2017 Digital North Conference. At this high-level assembly, it was concluded to seek closer cooperation on shared Nordic and Baltic priorities. A ministerial declaration from the ministries in charged of digitalisation development was reached, which among else emphasised the need to enabling unique identity number usage across borders and facilitating cooperation between national infrastructures for the use of electronic authentication (eID) in accordance with the eIDAS-regulation.

To support and coordinate endeavours related to the goals of the ministerial declaration, a council of ministers for digitalisation (MR-DIGITAL) was established along with a number of projects, such as NOBID.

Goals and objectives

Since 2017, NOBID has been working to advance eID interoperability between its member countries and to enable cross-border access to digital serivces. NOBID´s main goal is to make it possible for citizens in the region to use their eID from their home country to access digital services in another country in the region.

NOBID´s main goal and related undertakings is inherently tied to the Nordic Council of Minister´s Vision 2030 and the priorities set out by MR-DIGITAL, such as the Digital North 2.0 Declaration and the Ministerial Declaration on identity matching.

NOBID´s goals and objectives also aligns with relevant european regulatory frameworks, such as the eIDAS regulation, that lay down common european rules concerning recognition of trusted eIDs across borders, identity matching, acceptance of foreign eID, provision of European Digital Identity Wallets, and more.

In view of what is coming from the EU, it is NOBID´s intention to deliver solutions that aligns with common European rules, while also building upon the strenghts of the Nordic and Baltic countries.
