NOBCCS - EUDI Wallet certification project

The Nordic and Baltic countries are joining forces to create a common certification scheme for the European Digital Identity Wallet. The NOBCCS project, supports the revised EU eIDAS Regulation, which requires every Member State to provide at least one digital identity wallet by the end of 2026.

Created: 28. August 2025

Digital identity wallets will be a cornerstone of secure online interactions across Europe, allowing citizens to prove their identity, share credentials, and access services with trust and convenience. To ensure these wallets are safe and reliable, they must undergo certification. Hence, this project aims to reduce duplication, cut costs, and strengthen cooperation by developing a shared Nordic-Baltic approach.

The project is organised and financed by the Nordic Council of Ministers as a sub-project of the Nordic Baltic eID Project (NOBID).

Project goals

  • Develop a harmonised common Nordic-Baltic certification scheme for the European Digital Identity Wallet.
  • Enable the accreditations to conformity assessment bodies in member states against the common certification scheme.
  • Enable the certification of the member states’ wallet solutions within the time frame required by the revised regulation.
  • Participate in and influence the work of ENISA EUDIW AHWG and EDICG, and actively communicate with the project’s stakeholders
