NOBID as a collaborative arena
A strategic objective of NOBID is to offer a collaborative arena for the Nordic and Baltic countries on topics related to the eIDAS regulation and digital identities.
To support this objective, NOBID has since 2017 been organizing meeting places and collaborative efforts on a broad variety of topics brought forward by the region´s countries.
In one form or another, the eIDAS regulation typically constitute the central collaborative topic, where NOBID has, among else, facilitated support in eIDAS notification and peer review processes, insight gatherings and project on trust services, power of attorney, and identity matching.
The participating countries in NOBID are Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway, and Sweden. Each country is represented in NOBID via eID experts from their national digitalisation authority.
These authorities form the core of NOBID, but additional participants may be involved depending on the activity or project. For example, the current Identity Matching Project and the EUDI Wallet Certification Scheme Project involve a broader group of actors, alongside initiatives on digital inclusion and more.
To create synergies and avoid duplication, NOBID also coordinates its work with related efforts under the Nordic Council of Ministers (MR-DIGITAL) and with EU-funded large-scale pilots on the European Digital Identity Wallet.
NOBID is owned by the Nordic Council of Ministers for Digitalisation (MR/HNG Digital), and managed by the Norwegian Digitalisation Agency. Through NOBIDs collaborative efforts in selected key areas relating to eIDs, NOBID help the Nordic Council of Minister´s in meeting Our Vision 2030.
On this page, you can find more information about NOBID´s different collaborative activities, insights, concluded initatives, and current project that we coordinate our work with.

The CBDS Programme
The CBDS programme was a previous initative by the Nordic Council of Ministers aiming to accelerate the digital transformation of the Nordic-Baltic region. Moreover, the programme aimed to increase mobility and integration across the region through the development and deployment of cross-border digital services.
While the CBDS programme officially concluded in 2024, many of its core functions, such as being an arena for collaboration among hte digitalisation agencies in the Nordic-Baltic region, have been carried over by NOBID.
The CBDS programme had, through its lifetime, several deliverables and sub-projects which can located below.
